Regional M & E Officer

Function

The Regional M&E Officer will be responsible for designing and managing all monitoring, evaluation and research efforts for IntraHealth projects in Zambezi region. S/He is responsible for the development and monitoring of M&E plans and ensuring the project performance management plan is implemented. S/He will be responsible for the development of data collection and reporting tools and support data collection efforts, analysis and reporting. S/He will support the project in conducting data quality assessments (DQAs), conducting periodic assessments, compiling the quarterly project reports. S/He will provide M&E technical assistance including but not limited to training, supportive supervision and mentoring to the facility, district and regional Project teams.

Responsibilities:

  • Monitoring and Evaluation
    • Ensure effective implementation of the project performance management plan and monitoring system, including collection efforts of all relevant data, management of the information, and its use in preparation of periodic reports.
    • Assist in the design of all evaluation and research efforts linked to project targets and deliverables.
    • Coordinate the compilation of organization’s quarterly programme reports.
    • Supervise the process to write all project reports to , IntraHealth Namibia donor and MOHSS.
    • Conduct Data Quality Assessment and data validation visits to project sites.
    • Collaborate with MEL Manager on any assessments or research, as well as data quality assessments. Respond to HQ requests for country or project data.
    • Work with IntraHealth Namibia M&E staff and facility staff to implement scheduled data quality assessments (RDQA) using a standard protocol.
    • Receive and compile monthly data submitted by Senior Data Clerks.
    • Measure indicators, review for quality, submit completed and corrected data to District and Regional Level and then National Level
    • Ensure preparation of facility level to support SIMS and data quality assessments at their sites and provide follow up with them to interpret and resolve identified data challenges.
    • Work with Quality Management Team at facility, district, and regional levels to promote role and demand for data at all MOHSS regional structures.
    • Plan Quarterly Regional Data Review Meetings with Regional Management to promote most effective data use for programmatic decision-making.
    • Ensure that all basic M&E duties are conducted optimally and effectively within the Project Site including, but not limited to routine data entry where needed, data tallying, data extraction and data quality assurance per SOPs, and data reporting.
    • Work with MOHSS staff, DQM, Regional Project Programme Manager to analyse and review critical performance indicators for programmes and ensure close monitoring of indicators and progress towards targets.
    • Support development and refinement of new M&E tools, as well as planning, testing, and implementation of special studies or interventions on the ground.
    • Contribute to presentation content for regional meetings, quality improvement and other meetings.
    • Ensure timely reporting and submission of all required data bases to National Level.
    • Participate in the development of conference abstracts, and manuscripts for dissemination.
    • Respond in a timely manner to requests by MoHSS national and regional management for special reports.
    • Participate in TWGs at MoHSS, or with other partners, as assigned
  • Training, Development and Supervision
    • Mentor Senior Data Clerks and facility level Data Clerks to improve data analysis, data visualizations, and critical thinking of facility and district-level strategies to close gaps along the HIV care continuum.
    • Supervise Senior Data Clerks and Data Clerks and ensuring timely, consistent data entry in all required Data entry systems
    • Maintain an efficient and easy-to-use information management system for data generated by the project, including the facility and community data systems, annual assessments and the evaluations. Manage, train and mentor Senior Data Clerks and Data Clerks that will be based at facility sites to address quality and data, support implementation of HIV clinical cascades and the continuum of care.

Job requirements

Educational:

  • A degree in social science, public health, epidemiology, biostatistics, development studies or other relevant discipline of the same NQA level.

Experience:

  • Minimum of three years’ work experience in monitoring, evaluation and learning.
  • Developing M&E plans and M&E tools.
  • Ability to work independently and take initiative.
  • Experience with MoHSS HIV M&E databases, particularly ePMS.
  • Demonstrated experience and expertise with PEPFAR, CDC, and/or USAID monitoring and evaluation systems and reporting requirements desirable.

Knowledge and Skill:

  • Good report writing skills.
  • Proficiency in using statistical software such as STATA, R-studio, and SPSS
  • Strong verbal and written English language skills.
  • Good computer skills in Word, Excel, Power Point, Outlook, Teams.
  • Sound database management, analysis and interpretation skills.
  • Demonstrated competence to assess priorities, articulate research questions and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
