Strategic Information Lead - (SL)

Function

The Strategic Information Lead will provide technical expertise and programmatic guidance and support on all strategic information activities, including data analytics and use, and program monitoring, learning, reporting, and evaluation functions for the various projects. S/He will lead the design and implementation of the program monitoring, evaluation, and learning framework to track delivery against program targets, outcomes, and impact. The SI Lead will support government partners, including the Ministry of Health and Social Services (MoHSS) and other key stakeholders, to design and implement innovative SI approaches. S/He will lead analysis of data collected to assess progress and areas for improvement and ensure that data is used for decision-making by IHN staff, health workers, community leaders, and other implementing partners to improve policies, programs, and outcomes. S/he will guide reporting processes amongst technical staff and consolidate program reports, promote continuous program quality improvement and knowledge sharing of best practices and lessons learned, and supervise MEL team members.

Job requirements

Minimum Requirements:

Education

  • Master’s degree in Public Health, Epidemiology, Statistics or Demography. A PhD is an added advantage.

Experience

  • 5–7 years of senior-level experience in designing and implementing HIV/AIDS programs, with strong expertise in M&E.

Sector Knowledge

  • Proven experience working with the Namibian Ministry of Health and Social Services (MoHSS) or NGOs focused on HIV prevention, care, and support.

Technical Skills:

  • Field experience in HIV data collection, analysis, and reporting.
  • Familiarity with Namibia’s health information systems (e.g., DHIS2, QePMS).
  • Experience with PEPFAR MER indicators and DATIM reporting.
  • Proficiency in statistical software (Excel, SPSS, STATA) and data visualization tools (e.g., Power BI).
  • Strong command of Microsoft Office Suite.

Research & Capacity Building:

  • Demonstrated experience in conducting and supporting research.
  • Ability to mentor and build the technical capacity of staff.
  • Experience supervising multi-disciplinary M&E teams.
