Director of Finance and Operations
Function
The Finance and Operations Director will provide leadership and oversight of the financial and administrative aspects of IntraHealth Namibia operations. S/he is responsible for the effective management of the finance, administration, and procurement functions in support of program activities, ensuring compliance with applicable donor/funder policies, rules and regulations and Namibian legal and regulatory requirements. S/he will lead, support and supervise the budgeting, financial management and analysis, and costing/pricing functions of the organization. S/he will provide supervision and support to the F&A staff to implement and administer management systems and reporting requirements. The Finance and Operations Director provides financial analysis and reports as needed by the General Manager, for presentation to the IntraHealth Namibia Board of Directors and donors
Job requirements
Educational Requirements
Master’s Degree or higher in Business Administration, Finance or other relevant field. Professional qualification in CPA or ACCA will be an added advantage.
Experience Required
- Minimum 8 years of experience in administrative and financial management of large international projects, preferably with experience in the fiscal management of donor projects, including PEPFAR.
Preferred
- Minimum 10 years of experience in administrative and financial management of large international projects, preferably with experience in the fiscal management of donor projects, including PEPFAR.
Knowledge & Skills
- Proven experience and knowledge of accounting procedures generally accepted accounting practices and financial reporting.
- Familiar with PEPFAR compliance regulations and experience and skills in developing and managing large budgets.
- Extensive knowledge of US and Namibian government laws and regulations.
- Demonstrated ability to set up and maintain accounting and financial management systems and ability to build and review budgets.
- Demonstrated skills in efficiently and effectively developing and managing subgrants to local recipients, including financial and technical oversight, capacity building in financial and administrative areas.
- In-depth knowledge in Microsoft Word and Microsoft Excel and accounting software; experience with QuickBooks Pro multi-currency preferred.
- Experience in developing and managing procurement and logistical procedures and policies.
- Demonstrated knowledge of program sustainability, capacity building, and public-private partnerships.
- Extensive experience working with computerized accounting and administration systems.
- Knowledge of U.S. government references including OMB Circulars (e.g. A-122), 22 CFR 226 and 22 CFR 228, ADS, FAR, AIDAR, CAS, FFATA, DSSR, and FTR.
